Turkish Ministry of Internal Affairs published the Circular on 20.08.2021, which imposes PCR obligation in some activities in order to minimize the risk posed by the Coronavirus (Covid-19) pandemic in terms of public health and public order.
In the Circular, it was emphasized that a great progress has been made in vaccination studies in our country. The level of 73% in the first dose vaccination and 55.5% in the second dose of vaccination was reached. Also it was stated that the number of cases, patients and deaths due to pandemics in people who have completed the vaccination process was at very low levels and that the strongest factor in the fight against the pandemic is the vaccination activity carried out on a voluntary basis.

In this direction, the following measures have been taken in the Circular;
As of Monday, September 6, 2021, a PCR test with a negative result will be mandatory for non-vaccinated people to participate in activities such as concerts, cinemas and theatres. In this framework, operators/organizers will be asking about a person’s vaccinated/past disease information (according to the time that is scientifically considered immune after Covid-19 disease) or a negative PCR test performed a maximum of 48 hours before using the HES code at the entrance to the events.

If the person has not had the disease, is not vaccinated or has a negative PCR test, they will not be allowed to participate in the event.
People who are not vaccinated or has not had the disease will be required to have a negative PCR test for intercity travels by plane, bus, train or other public transportation vehicles, excluding private vehicles. In this context, starting from Monday, September 6, 2021, travel companies will be asking for a vaccinated/past disease information (according to the time that is scientifically considered immune after Covid-19 disease) or a negative PCR test performed maximum 48 hours ago, via the HES code, at the time of admission to the vehicle.
If the person has not had the disease, is not vaccinated or has a negative PCR test, these people will not be allowed to travel by plane, bus, train or other public transportation vehicles.
By the governorships/district governorships, PCR test control over the HES code may be required by the decisions of the Provincial/District Hygiene Board for the people who are not vaccinated or has not had the disease, who will benefit from other activities or activities in which the people are present collectively in their provinces/districts.
