In line with the objective of harmonization with EU legislation, several updates have been made to Turkish legislation concerning the energy labeling and eco-design requirements for certain durable household appliances. These updates were introduced through communiqués published in the Official Gazette dated January 5, 2025, and numbered 32773. The affected product groups include household tumble dryers, household and office electrical and electronic equipment, air conditioners, and refrigeration appliances. The communiqués establish updated requirements and responsibilities for these product categories, marking a significant step in Turkey’s legislative alignment with EU standards.
Below is an overview of the key updates introduced by these communiqués under Turkish law:
1- Communiqué on Eco-Design Requirements for Household Tumble Dryers
This Communiqué establishes eco-design requirements for household tumble dryers placed on the market or made available for service, in accordance with the Regulation on the Eco-Design of Energy-Related Products. Prepared by the Ministry of Industry and Technology, this Communiqué ensures the alignment of Turkish legislation with Regulation 2023/2533/EU.
The Communiqué applies to household tumble dryers powered by mains electricity or batteries, with certain exemptions (e.g., machines with a capacity below 3 kg for eco programs).
The eco-design requirements that household tumble dryers must meet are specified in Annex 2 of the communiqué. It is mandatory for household tumble dryers to comply with the requirements outlined in Annex 2, which pertain to energy efficiency, resource usage, and product lifespan. Measurement and calculation of compliance with eco-design requirements must be conducted according to the methods specified in Annex 3 of the communiqué.
Articles titled "Purpose, Scope, and Basis" (Article 1), "Measures" (Article 6), "Temporary Measures" (Provisional Article 1), as well as the enforcement and execution provisions of this communiqué, entered into force on the date of publication. The other provisions of the communiqué will come into effect on July 1, 2025. Therefore, until July 1, the communiqué titled Communiqué on Eco-Design Requirements for Household Tumble Dryers (SGM-2013/2), published in the Official Gazette dated July 17, 2013, and numbered 28710, will remain applicable.

2- Communiqué on Energy Labeling of Household Tumble Dryers
This Communiqué specifies the labeling and additional product information requirements for household tumble dryers marketed or offered for service in Turkey. Prepared by the Ministry of Industry and Technology, it aligns with Regulation 2023/2534/EU.
This regulation applies to various types of household tumble dryers, including those powered by mains electricity, gas, or batteries. Certain types of devices, such as household spin dryers, are excluded from the scope of the Communiqué.
The Communiqué regulates the obligations of suppliers, the obligations of sellers, measurement and calculation methods, and verification procedures for market surveillance and inspections. With this Communiqué, the Communiqué on Energy Labeling of Household Tumble Dryers (SGM-2013/6), published in the Official Gazette dated May 15, 2013, and numbered 28648, has been repealed.
In general, suppliers are obliged to prepare labels indicating the energy efficiency classes of products, provide product information sheets, and ensure that technical documentation for the products is accessible online. Dealers are required to display product labels visibly, provide this information during distance selling, and correctly indicate energy efficiency
details in promotional materials. Additionally, it is noted that the provided information must be verified using reliable and repeatable measurement methods.

3- Communiqué on Eco-Design Requirements for Standby, Off, and Networked Standby Modes of Household and Office Electrical and Electronic Equipment
This Communiqué aims to regulate eco-design requirements concerning the electricity consumption of household and office electrical and electronic equipment in standby, off, and networked standby modes. Prepared by the Ministry of Industry and Technology, this Communiqué aims to contribute to reducing energy consumption and achieving environmental sustainability goals.
The eco-design requirements for the products covered by the communiqué are detailed in Annex 3.
The Communiqué includes regulations regarding eco-design requirements, conformity assessment, verification methods for market surveillance and inspections, measures and software updates, and indicative benchmarks.
This Communiqué repeals the Communiqué on Eco-Design Requirements for Standby, Off, and Networked Standby Modes of Household and Office Electrical and Electronic Equipment (2008/1275/EC) (SGM:2021/13), published in the Official Gazette dated March 25, 2021, and numbered 31434, and the Communiqué on Eco-Design Requirements for Simple Set-Top Boxes (SGM-2011/8), published in the Official Gazette dated August 27, 2011, and numbered 28038.

This Communiqué introduces amendments to the Communiqué on Energy Labeling of Air Conditioners (SGM/2013-11), published in the Official Gazette dated December 24, 2013, and numbered 28861. These amendments are largely in line with EU legislation.

The recent updates to Turkish legislation on energy labeling and eco-design requirements represent a pivotal alignment with EU standards. Businesses engaged in the production, import, or export of the affected product groups must ensure compliance with the updated regulations. While certain provisions have forward-dated enforcement timelines, requiring interim compliance with existing regulations, companies should proactively integrate the new rules to avoid disruptions. Once the new provisions take effect, previous communiqués will be repealed, and operations must adhere fully to the updated Turkish legislation.
